Martin Luther King Jr. is speaking of the idea that God has set up a test for us. In his letter from a Birmingham Jail , he is saying that the fallen state of man is not a bad thing. In fact, if we are made in God's image, then being a fallen person is what makes us human.

We have been given free will to do wrong and we do so all the time. However, when we do so God does not smite us dead in a thunderbolt. Instead, he gives us many chances to do right and grow from our mistakes.

Even if we choose to ignore God's grace and continue in our sin, he is still there waiting for us to return to him and learn from our mistakes.
